Born 1932, Eunice, Louisiana

Made his first religious profession as an SVD-1953;made his final profession-1959;ordained to the priesthood-1961; the fuller ordination as a bishop-1978; installed as bishop of Goroka-Simbu-1980; became bishop of Goroka, Eastern Highlands, New Guinea.

Bishop Caesar received his elementary education under the Sisters of the Blessed Sacrament and the Josephite Fathers. In 1947, he entered the St. Augustine Seminary in Bay St. Louis, Mississippi a mission institution opened in 1922 for the education of the black clergy.

Upon ordination, he volunteered to serve in the missions. However, his superiors sent him to Catholic University in Washington, D.C. where he received his Masters degree the following year.
